DRACUT — The city of Methuen charges Dracut the highest possible rate for the water it supplies to East Dracut. Town Manager Ann Vandal would like to change that when the current 10-year contract expires next month. For more than a year, however, Methuen officials have declined to talk about it, she told the Board of Selectmen on Sept. 12. Vandal and Methuen Mayor Neil Perry, however, seem to have a different understanding of discussions concerning the contract. Vandal said Perry told her, 'They (Methuen) would only discuss it when Dracut solves Murphy's Farm and (Wheeler Street) truck traffic concerns.
