METHUEN — Spring cleaning in Methuen is behind schedule. The city normally starts collecting bags of yard waste by the middle of April, said City Council Vice-chair Joel Faretra, but that hasn't happened. Department of Public Works Director Patrick Bower told the City Council Monday that was because a deal for a packer truck—a traditional, rear-loading trash truck—had fallen through, leaving him unable to set a schedule for picking up bags of yard waste. "We had rented a packer truck in hopes of purchasing that, and we ran into some difficulties with that purchase," Bower said.
